Complete Guide to Internal Use Rights Licences for Microsoft Business Central

For many years we have been waiting for Internal User Right (IUR) for Business Central to be made available. The good news is, Microsoft has recently included Business Central licenses for Partner use in their very own environment, enabling them to also take advantage of the many benefits that Business Central offers companies. The Competency that grants you these IUR licenses is the Small and Midmarket Cloud Business Applications SMB Option. This varies from the Office 365 version of the competency though, so please bare that in mind. You are able to find this in your Partner Centre Dashboard, under the MPN on the navigation menu on the left, then click on “Competencies”. You will select the Small and Midmarket Cloud Solutions competency, followed by the Cloud Business Applications SMB Option. Under the summary section, you can view your companies progress and scores under the various sections. Below is an example taken from Partner Centre.

So, you might be asking “what do we as a company have to do in order to get to the various levels and maximise our competency?” Well, in order to qualify for the IUR BC licenses, you have to, as a business, obtain a certain Partner contribution Indicator (PCI) score. As you will see in the below, a 60 – 79 PCI score grants you Silver Competency, while a 80 – 100 grants you Gold Competency.

The way these scores are made up, is split over numerous sections. The maximum points earn for these sections is shown below:

The question that I am sure that everyone has now is “How do I achieve these points?”. Well, there are a few options, covering a few platforms in Dynamics, which can be rather confusing when looking at it for the first time, so we are going to try and eliminate some of that for you. Partners with existing competencies will differ and their relevant skillsets and existing staff competencies mentioned below will form part of their current PCI score).

Silver & Gold Competency earn points in the same way, as per the below
1. Your company must have 5 individuals meetings one of the following certifications. (Maximum PCI score: 30)
Exam PL-200: Microsoft Power Platform Consultant
AND
One of the following exams:
Exam MB-210: Microsoft Dynamics 365 for Sales
Exam MB-220: Microsoft Dynamics 365 for Marketing
Exam MB-230: Microsoft Dynamics 365 for Customer Service
Exam MB-240: Microsoft Dynamics 365 for Field Service
OR
Finance & Operations Functional Consultant certification requires and individual to pass:
Exam MB-300: Microsoft Dynamics 365: Core Finance and Operations
AND
One of the following exams:
Exam MB-310: Microsoft Dynamics 365 for Finance & Operations, Financials
Exam MB-320: Microsoft Dynamics 365 for Finance & Operations, Manufacturing
Exam MB-330: Microsoft Dynamics 365 for Finance & Operations, Supply Chain Management
OR
Business Central Dynamics 365 Business Central Functional Consultant Associate
 
2. Your company must have 2 individuals meeting one f the following developer certifications (Maximum PCI Score: 5)
Customer Engagement Developers should pass Exam PL-400: Microsoft Power Platform Developer
OR
Finance & Operations Developers should pass
Exam MB-300: Microsoft Dynamics 365: Core Financials and Operations AND
Exam MB-500: Microsoft Dynamics 365 Finance & Operations Apps Solutions Developer
OR
Exam MB-700: Microsoft Dynamics 365 Finance & Operations Solutions Architect
 
3. Your company should have US$ 30,000 net new revenue in the trailing 12 months. (Maximum PCI Score: 10 )
 
To count towards competency attainment, partners should be associated through Cloud Solution Provider (CSP), the Claiming Partner of Record (CPOR), or Digital Partner of Record (DPOR) for a paid subscription belonging to the customer’s tenant.
 
4. Your company should have 10 net new customer in the trailing 12 months. (Maximum PCI Score: 10)
Net new customer add is defined as a customer that had no paid seats across all their subscriptions in the prior month but has at least one paid seat in the current month.
A lost customer is defined as a customer that has at least one paid seat across all their subscriptions in the prior month but does not have any paid seats in the current month.
To count towards competency attainment, partners should be associated through Cloud Solution Provider (CSP), the Claiming Partner of Record (CPOR), or Digital Partner of Record (DPOR) for a paid subscription belonging to the customer’s tenant.
 
5. Your company should have 10 new deployments (production tenants) that have at least 5 monthly active user thresholds in the trailing 12 months. (Maximum PCI Score: 20)
 
A tenant is considered to have crossed the monthly active user threshold if it had less than 5 users 12 months ago and crossed 5 monthly active users at least once over the subsequent 11 months. Most active users are counted at the tenant level and summed up across only the paid subscriptions under the tenant. Claiming partners need to be CSP, CPOR or DPOR.
 
6. You company should have at least 35% Monthly Active User (MAU) growth in the past 12 months. (Maximum PCI Score: 25)
Partners must have a baseline of at least 50 active monthly across their entire customer base over the past 12 months to be eligible to gain points.
Claiming partners must be CSP, CPOR or DPOR.
